Mind I'm not sure about this study, sure there's the members of the trabeling community that appear to fit the bill. But the poor are invisible. Your don't see their lack of heat or their lack of food. You might see their lack of clothes for mental or fashion reasons. If there are that many people here in poverty I think it's because of the inability to rise above it. Just like Neitsche proposed and he failed like Ireland is flailing.

So if a body comes here and breaking the law is the first thing they do (by being here at all) they should be rewarded by being let stay here.
